The Problem

The wrong partner costs you twice.

01

Inconsistent outlets

Many buyers are unreliable β€” showing up when it's convenient and skipping months when it isn't. Whether you need a monthly program or a one-time load moved, you need a buyer who actually performs.

02

Compliance deadlines are real

Waste regulations are tightening across the country β€” California leads with SB 54, SB 1383, and AB 1826, but every state is moving in the same direction. The recordkeeping, diversion tracking, and audit documentation add up fast.

03

Value leaving on every truck

Scrap fiber, non-fiber materials, and organics all have market value. Without the right outlet, that material goes to the landfill β€” and you pay to send it there.

Who We Are

ICTV is a strategic partner β€” not another vendor.

For over a decade, ICTV has been purchasing, moving, and placing recyclable materials across the U.S. and internationally. We coordinate material programs, diversion vendors, compliance reporting, and export logistics β€” so your team isn't managing ten contracts and still falling short of your compliance targets.

We operate on long-term, program-based relationships on terms that work for both sides. We return next month for the same grades at the most competitive price your material quality supports. When regulators knock, your reports are ready.

Regulatory Compliance Landscape

Waste regulations are tightening β€” across California and the country.

ICTV produces audit-ready compliance reports for state mandates, ESG commitments, and federal requirements β€” from one partner.

California Mandates β€” reviewed October 13, 2026

Read the sourced California regulation guides. Requirements depend on business role and local programs.

SB 54In Effect

Packaging producer responsibility requirements are evolving.

SB 54 regulates covered packaging and plastic food service ware. Permanent regulations took effect May 1, 2026. Producer duties and exclusions differ from facility waste collection requirements.

SB 1383Active

Organic waste must be diverted and documented.

Businesses generally follow local organics collection requirements, subject to approved waivers. Designated edible-food generators have additional recovery and recordkeeping duties.

SB 343Enforcement enjoined

The recycling symbol requires a verified California end-market.

CalRecycle reports a July 2026 injunction blocking enforcement. The October 4, 2026 manufacturing-date threshold is subject to litigation; review official guidance before making label claims.

AB 341Active

Commercial recycling is mandatory.

Businesses generating 4+ cubic yards of solid waste per week β€” plus multifamily properties with 5+ units β€” must subscribe to recycling service.

AB 1826Active

Commercial organics recycling is mandatory.

Businesses generating 2+ cubic yards of waste per week must subscribe to organics recycling service and divert food waste, green waste, and food-soiled paper.

Both. Our preference is program-based relationships β€” monthly recurring pickups, consistent volume, long-term terms. But if you have a one-time load of material we buy, reach out. We work with one-time sellers too, especially for grades we're actively purchasing. Don't let it stop you from calling.
Scrap fiber materials (paper-based grades), non-fiber materials (rigid and film plastics, scrap metals), and organics (food waste, packaged food, FOG, and organic processing residuals). We do not purchase CRV beverage containers.
We price based on material quality and grade, and offer the most competitive price your material quality supports β€” not a take-it-or-leave-it spot rate. Contact us with your grade specs and volumes and we'll provide pricing.
CalRecycle-aligned reports covering material types and quantities processed, recycling and diversion rates, GHG reduction metrics, Zero Waste to Landfill documentation, and jurisdiction-specific compliance tracking under SB 1383 and AB 1826. Reports are generated quarterly or annually, and are designed to withstand regulatory review and internal ESG audits.
SB 54 establishes packaging producer responsibility, with permanent regulations effective May 1, 2026. It is not a general plastics landfill ban. Duties depend on covered materials, producer roles, exclusions and current program guidance. ICTV can discuss material recovery and operational records; a waste program does not replace producer registration, reporting or legal review. Read our sourced SB 54 guide and current CalRecycle guidance.
Yes. We coordinate food waste, packaged food recovery (including depackaging for sealed product), FOG (fats, oils, and grease), and organic processing residuals. Material is routed to composting, anaerobic digestion, or animal feed recovery facilities. All diversion is documented with delivery receipts and weight tickets for SB 1383 and AB 1826 compliance.
We have direct, long-standing relationships with established mills and manufacturers across Southeast Asia, Europe, India, and Mexico. We also place material domestically. Because we hold both domestic and export outlets, we maintain a reliable program regardless of market conditions in either direction.
Certificates of Destruction are typically issued within 48 hours of destruction completion. Standard turnaround for the destruction itself is 1-3 business days from receipt; expedited 24-48 hour service is available upon request.
Hazardous materials are handled through permitted partners under ICTV management, subject to material profiling and regulatory review. Hazardous materials are not processed at our primary destruction facilities.
We purchase in 22-23 short ton increments. For program-based partnerships we work with facilities that can provide consistent monthly volume at that level. Have a smaller load? Call us β€” if it's a grade we're actively buying, we'll work with you.
Material purchasing and waste management programs operate nationwide. Secure product destruction is available nationwide through our certified facility network. Our end markets include domestic U.S. mills and direct export to Mexico, Southeast Asia, Europe, and India.
